Why can baseball players get drafted out of High school but not basketball players?

Greats like Kobe, Lebron, Kevin Garnett and Dwight Howard came out of high school but they made a rule banning that now. If college is about education why do schools complain about athletes who want to go professional instead of going to school for one year and then dropping out shouldn't they reserve their scholarships for those who care the point of college is not to boast a sports a program. And why do people never complain about baseball athletes skipping college.
