Would it be simpler/better for the UK to just have MPs and County Councillors?

There are a ridiculous amount areas with different tiers each holding different responsibilities. This makes it far more complex than necessary for the average voter. Year after year there are elections: parliamentary, european, district, county and parish - this is complicating proceedings and people do not know what they are voting for!
